They become the first World Cup debutant to advance into the knockout rounds since 2010.
The unbeaten Cape Verdeans were the better side against Saudi Arabia, 2034 FIFA World Cup hosts, with Willy Semedo and Kevin Pina both went close.
Laros Duarte was also thwarted by Saudi Arabia goalkeeper Mohammed Al Owais when clear through on goal in the second half as they searched for a first tournament win.
