Urgent Call to Action: Medical Lab Scientists Decry Proposed Health Law Amendments
ABUJA – Nigeria’s healthcare system faces a potential shake-up as the Association of Medical Laboratory Scientists of Nigeria (AMLSN) issues a stark warning against proposed amendments to key health sector laws. The association is demanding an immediate suspension of the Executive Bill (HB:2701) and its Senate counterpart, arguing that the changes could have devastating consequences for patient safety and regulatory oversight nationwide.
Speaking to journalists in Abuja on Saturday, AMLSN National President Casmir Ifeanyi emphasized that the association is not against reform but seeks to prevent a “structural misstep” with far-reaching implications. “We appear before you today not to resist reform, but to prevent a structural misstep with far-reaching consequences for Nigeria’s healthcare system,” Ifeanyi stated, highlighting the bills' non-alignment with global best practices in medical laboratory science.
Critical Concerns Raised by AMLSN
Ifeanyi outlined several core areas of concern, which, if unaddressed, could fundamentally alter the operational integrity and regulatory framework of medical laboratory science in Nigeria. These include:
- Distortion of Regulatory Architecture: Proposed amendments to sections of the Medical Laboratory Science Council of Nigeria (MLSCN) Act, particularly regarding the governing board's composition, are seen as a “fundamental distortion” rather than a mere amendment. AMLSN insists that healthcare regulation must remain "expert-driven."
- Erosion of Expertise in Leadership: Concerns were raised about provisions affecting leadership qualifications within the MLSCN. Ifeanyi stressed that technical expertise is non-negotiable for effective oversight of laboratory science practice, stating, “Leadership in a high-risk, medical laboratory science-dependent health system cannot be detached from expertise.”
- Risk of Overlapping Regulatory Roles: The association cautioned against proposals that could introduce redundant or conflicting roles among various professional regulatory bodies. Global best practices, AMLSN noted, advocate for independent regulation complemented by inter-professional collaboration, not duplication.
- Compromising Diagnostic Integrity: Ifeanyi underscored the critical role of laboratory scientists in generating and validating clinical data, which underpins over 70% of clinical decisions. Ambiguity in roles could lead to operational inefficiencies and legal uncertainties, directly impacting patient care.
- Inconsistency with Professional Standards: Reservations were also expressed regarding broader legislative provisions affecting the medical and dental regulatory framework. AMLSN urged lawmakers to ensure that all reforms align with established professional standards and existing legal frameworks.
- Regulatory Instability: Ifeanyi warned that conflicting amendments could create significant regulatory uncertainty, given that existing medical laboratory practice laws have already been subject to judicial interpretation. “The proposed amendment risks creating statutory conflict, judicial inconsistency, and regulatory instability,” he explained.
- Impact on Global Health Compliance: The implications of these bills, AMLSN noted, extend beyond national borders, potentially affecting laboratory accreditation systems, disease surveillance efforts, and Nigeria’s standing in global health compliance frameworks.
A Plea for Patient Safety, Not Professional Rivalry
The AMLSN president emphatically reiterated that the association’s position is solely motivated by the need to safeguard professional standards and, most importantly, patient care. “This is not about professional rivalry… it is about patient safety and the survival of a critical pillar of Nigeria’s healthcare system,” Ifeanyi asserted.
In light of these pressing concerns, the AMLSN has formally called on the National Assembly to immediately halt all further legislative action on the bills. They advocate for a period of wider consultation with all relevant stakeholders and a thorough technical review to ensure proper alignment with global scientific standards and the long-term health interests of Nigerians.
