Internally Generated Revenue, IGR, for the 36 states of the federation and the Federal Capital Territory, FCT, rose by 4093 percent year-on-year (YoY) to N5.15 trillion in 2025 from N3.65 trillion in 2024.
The National Bureau of Statistics, NBS, disclosed this yesterday in its IGR report for 2025, noting that Lagos State alone recorded N177 trillion representing 34.4 percent of the total revenue generated at the states’ level, with Rivers and Enugu States coming second and third, respectively, while Sokoto State recorded the lowest IGR within the period.
The NBS report Stated: “The 36 states and the FCT generated a total of N515 trillion in 2025, indicating a growth rate of 40.93 percent from N3.65 trillion recorded in 2024.”
The bureau noted that Lagos, Rivers, and Enugu states recorded the highest IGR with N177 trillion, N428.42 billion and N406.77 billion, respectively over the reference period.
NBS, however, noted that Yobe, Ebonyi and Sokoto States reported the least revenues with N1601 billion, N17.18 billion and N20.48 billion, respectively.
According to NBS, the revenue has two (2) broad categories namely; Tax Revenue, and Ministries, Departments and Agencies’ (MDAs) revenue
The taxes included Pay As You Earn, PAYE, Direct assessment, Road taxes, Stamp duties, Capital gain tax, Withholding taxes, Other taxes and Local Government Areas, LGAs, revenue
The bureau noted that PAYE was the most tax revenue recorded during the period, valued at N264 trillion, representing 69.51 percent of the total tax revenue collected, while capital gains tax was the least with N12.40 billion.
NBS also stated that the share of total tax revenue to total IGR was 7364 percent nationally.
